Position Summary
The Office of General Counsel at Cornell University is seeking a health law attorney for its Weill Cornell Medicine (WCM) campus in New York City who will handle a variety of legal matters relating to clinical trials, sponsored research, export controls, affiliations, business contracts, including contracts for software and technology licensing, and who will have the opportunity to assume other responsibilities as needed depending on the needs of the office and the expertise and interests of the successful candidate. A minimum of 4-6 years' practice experience in the following areas is strongly preferred: clinical research and general contract drafting and negotiation; additional experience with data privacy and intellectual property is desired.
This role will specifically advise the WCM Joint Clinical Trials Office, Office of Sponsored Research, Office of Information Technology Services, Privacy Office, Center for Technology Licensing, and others.
Job Responsibilities
- Provides a full range of legal services, advice and counsel to WCM, its faculty and staff.
- Performs lgl research and analysis, and provides counsel, on basic, clinical and translational rsch; export controls, foreign influance and conflicts of interest; data privacy and intel. property; dom. and intl. affiliations; and other legal and req. reqs.
- Reviews, negotiates and drafts contracts.
- As needed, advises academic offices regarding student and educational legal issues.
- As needed, provides legal advice and counsel on a wide range of general business, health law and other issues that arise at an academic medical center and institution of higher education.
- As needed, drafts and reviews institutional policies and forms.
- As needed, provides legal advice at WCM meetings and special committees and assumes leadership roles, as appropriate.
- Performs other job-related duties as required ex: faculty and staff related issues, issues requiring assistance with administrative work, and general issues and concerns requiring guidance.
Education
- Doctorate of Jurisprudence (JD) in related field
Experience
At least four (4) years of relevant legal practice experience at an academic health system, institution of higher education with a medical center, top law firm, governmental agency, or other relevant organization.
Experience providing legal counsel to health care organizations or higher education or research institutions.

Working Conditions/Physical Demands
The university Office of General Counsel includes approximately 20 attorneys and seven staff who provide legal services to all Cornell campuses and units in the United States and abroad. The office operates from two locations: the main Cornell campus in Ithaca, New York and the Weill Cornell Medicine campus in New York City.
Attorneys in the Office of General Counsel collaborate with campus colleagues across a broad range of disciplines, providing advice and counsel on all legal matters affecting the university. The office's practice areas include first amendment/speech issues, civil rights, disability law, policy development, corporate governance, drafting and negotiating contracts, business and financial transactions, governmental regulatory matters, development and endowment, labor and employment, employee benefits, student affairs, privacy laws, investment, tax, antitrust, construction and facilities, bankruptcy, land use and real estate, international contracts and initiatives, information technology, environmental health and safety, intellectual property (including patent, copyright and trademark), technology transfer, sponsored research, research integrity, foreign influence and compliance. Attorneys also represent the University and its authorized agents in all litigation matters, administrative and agency investigations, and handle subpoenas and records responses.
The Office of General Counsel also provides university and departmental trainings and workshops on legal and regulatory matters, and attorneys write and speak regularly at state and national conferences on higher education law and related matters.
The Weill Cornell Medicine office in New York City is headed by a Deputy General Counsel. Attorneys in this section additionally provide advice and counsel on matters ranging from health law issues related to the medical college's clinical practice, clinical trials and other research and technology issues, and student and accreditation issues for the medical college and graduate school of medical sciences.
