Job Description:
The School of Human and Protective Services at Madison College is seeking a dedicated and experienced individual for the position of Law Enforcement Academy Program Manager . This key role will be responsible for overseeing the daily operations of the Law Enforcement Program and ensuring it meets the needs of the community and local Law Enforcement departments. The Program Manager will provide leadership to faculty and staff to ensure both programs are effective and aligned with community needs.
The responsibilities include developing and monitoring the program's operating budgets, building and maintaining stakeholder relationships, managing course scheduling and assignments, and overseeing program and course enrollment. Additionally, this position will assist in selecting and leading part-time faculty, manage the maintenance and repair of facilities and equipment, and ensure that the program complies with state regulations and accreditation standards. The position also involves performing instructional work in the classroom up to 49% of the time.
The position reports to the Associate Dean of the School of Human and Protective Services.

This is a full-time, exempt salaried, 52 weeks per year position. General working hours are 8:00 a.m. to 4:30 p.m., M-F with some flexibility. While preference is for onsite work, some remote work could be considered.

Responsibilities Include:
- Manages daily operations of the Law Enforcement and Jail Academy programs and serves as point of contact for stakeholders, contracts, and grants. Assists with hiring, training and leading part-time faculty in Law Enforcement and Jail Academy program. Collaborates with the Associate Dean and faculty to implement safety protocols and continuous improvement efforts and unit plans related to School operations, goals, and strategies. Plans course schedules, assigns instructors, and oversees certification testing. Oversees purchasing and maintenance of facilities and equipment.
- In collaboration with Associate Dean, manages capital and enterprise budgets and develops and monitors program operating budgets. Serves as Madison College representative at state, stakeholder, Advisory Board, and WTCS meetings and ensure compliance with regulatory and accreditation standards. Manages enrollment and recruitment efforts.
- Facilitates student learning by developing appropriate instructional strategies to fit students' needs and support student engagement. Continually revise curriculum to improve student learning.
- Evaluates student performance and provide regular feedback in courses taught by the instructor.
- Contributes to student success and retention by advising students with course selection, career concerns, internships, and other matters.
Knowledge, skills & Abilities:
- Skill in communicating effectively and professionally, both orally and in writing.
- Demonstrated skill in communications and human relations with populations of diverse socioeconomic and cultural backgrounds and persons with disabilities.
- Demonstrated commitment to excellence in teaching and learning. This includes, but is not limited to, knowledge/experience with current educational methods/strategies such as learner-centered instruction, active learning, assessment, evaluation, collaborative techniques, and strategies aimed at closing the achievement gaps across race, gender, class, and disability (through inclusive pedagogy).
- Knowledge of, or willingness to learn, current Law Enforcement and Jail academy teaching methods and instruction. Knowledge of protective services industry, specifically of Law Enforcement, and DOJ-related requirements, processes and procedures.
- Ability to communicate complex and difficult concepts and ideas to students with varied backgrounds and levels of preparedness.
- Engage in continuous improvement in the quality of instruction by reviewing and utilizing innovative methodologies, techniques, and delivery methods, as well as incorporating appropriate use of new and emerging technologies into the learning environment.
- Ability to work collaboratively with colleagues on course and program promotion, direction and innovation.
Minimum Qualifications:
1.Bachelor's degree or, an Associate's degree plus additional equivalent work experience.
2. Five (5) years of overall experience with three (3) years or 6,000 hours of full-time employment as a WI Law Enforcement Officer or Federal Officer.
Prior to teaching any course, training will be provided for:
- Successful completion of Department of Justice Instructor Development Course
- Approved for instructor status with the Law Enforcement Standards Board (LESB) and endorsed by Chief of Police, Sheriff, or Academy Director who evaluate and attest to proficiency, education, and training in general instructor.
Ongoing Requirements:
- Reapproved for instructor status every three years with the Law Enforcement Standards Board by Chief of Police, Sheriff, or Academy Director who evaluate and attest to proficiency, education, and training in these General Instructor areas
- Complete appropriate Instructor Update Trainings and other trainings required by the Department of Justice and Madison College Academy Director.
